Seriously? An Animal Cruelty Registry?

A wreck on several fronts. The first of which is California is bankrupt. If they have extra money lying around, is this really the best use of it? Wait. They're bankrupt. They don't have any extra money. Raise taxes to pay for it? Aren't California's taxes exceptionally high already? And are animal abusers really as big a threat to society as sex offenders? I'm not buying it. No, I don't want to see Fluffy abused, but Fluffy is a cat. An animal. But, this is the state that brought us regulations against irrigation because it threatened a little fish. Nevermind stopping irrigation damages livelihoods and food crops. Save the fish and let the people go hungry. This is also the state that has outlawed trans fats. California is our nanny state. Why learn to take care of yourself and your neighbor when the state can do it for you? With no money.
